Receiver / Monitor / Conservator
Mr. Black has been appointed to serve as a receiver in complex multi-million-dollar business partnership disputes and investor fraud cases, including several Ponzi schemes, amounting to an estimated $1 billion in fraudulent investments. Over the last 10 years, Mr. Black has been appointed to more than 100 receiverships at the state and federal level and returned millions to defrauded investors. He has also frequently been asked to advise organizations and elected officials throughout Texas. Mr. Black holds a B.B.A in Finance from Baylor University.

Albert C. Black, Jr. is the founder and Chairman of On-Target Supplies & Logistics and has launched several successful entrepreneurial ventures throughout his career. Mr. Black has chaired and served on the boards of a broad range of public and private organizations in health care, real estate, education, technology, banking, and energy. Albert brings extensive expertise in corporate governance, strategic planning, and turnaround management. Mr. Black holds an M.B.A. from Southern Methodist University and received his B.A. from University of Texas at Dallas.
SCOTT SESSIONS
General Counsel
Scott Sessions serves as General Counsel of a regional supply chain management firm. Previously, he was a partner of a prominent Dallas-based law firm, specializing in complex litigation. Mr. Sessions offers internal-general legal guidance and oversight on matters related to New Horizons, including the negotiation, drafting, and execution of contracts and routine reporting. Scott received a Bachelor of Arts in Business from Baylor University and received his J. D. from Baylor University School of Law.
